When Luis Martinez arrived in Des Moines from Mexico, he set out to be a good student at Howe, Weeks, Lincoln and Central Academy. He also rose through the ranks to become Lieutenant Colonel of his JROTC battalion. And as of last week, he is one of the nation’s newest citizens.
